  • the annual hourly workload of the student’s work required to achieve the expected learning outcomes for a given stage is 1500-1800h, corresponding to 60 ECTS;
  • the student’s weekly hourly workload is 45 h;
  • 1 ECTS point corresponds to 25-30 hours of student work needed to achieve the assumed learning outcomes;
  • weekly student workload necessary to achieve the assumed learning outcomes allows to obtain 1.5 ECTS;
  • work required to pass the course, which has been assigned 3 ECTS, constitutes 10% of the semester student load.

Prerequisites (description):

The seminar aims to show the Students the essence of the EU Member States’ coordination of European policy. It discusses the institutional arrangements adopted for the coordination of European policies and the impact historical, political, social, and cultural factors have on the choice of the appropriate coordination model. It will also explore the role and importance of national parliaments in shaping and coordinating European policies. The seminar will examine the evolution of the Polish model. It will also analyse the presidency coordination system — legislative and executive cooperation in the implementation of tasks and the state of preparation of public administration.

Short description:

The seminar aims to show the Students the essence of the EU Member States’ coordination of European policy. It discusses the institutional arrangements adopted for the coordination of European policies and the impact historical, political, social, and cultural factors have on the choice of the appropriate coordination model. It will also explore the role and importance of national parliaments in shaping and coordinating European policies. The seminar will examine the evolution of the Polish model. It will also analyse the presidency coordination system — legislative and executive cooperation in the implementation of tasks and the state of preparation of public administration.

Full description:

1. Discussion of the curriculum and rules for obtaining credit and remote work.

2. Functions of coordination and its effectiveness. Evaluating the effectiveness of European policies coordination. Obligations of the public administration as regards the European Union.

3. Challenges and coordination of the activities of the national public administration in the context of the European Union’s decision-making process. The concept of four spheres of relation. Organisational and functional conditions and prerequisites for Member State’s active participation in European policy. Models for the coordination of European policies.

4. Institutional solutions in terms of European policies coordination versus historical, social, and cultural factors. Analysis and assessment of the European policy coordination system in Germany.

5. Analysis and assessment of the European policy coordination system in France.

6. Analysis and assessment of the European policy coordination systems of Austria

7. Analysis and assessment of the European policy coordination systems of Denmark – the active role of the parliament in shaping the State’s European policy.

8. The influence of national delegation’s MEPs on the work of the EP and on national parties. Interparliamentary cooperation for European integration. The remit of European affairs committees at the national parliaments. Legislatures in the process of national decision-making on EU membership issues

9. Analysis of cooperation between the Polish Government and the Sejm and the Senate in matters concerning Poland’s integration into the EU.

10. Local and regional authorities and coordination of national European policies. Europeanisation of local and regional authorities.

11 Representative offices of Polish regions in Brussels — analysis of activity and efficiency.

12. Characteristics of the coordination system in Poland in the years 2004-2009. Jurisdictional dispute between the PM and the President of Poland in 2008.

13. Reform of the EU policy coordination system in Poland – analysis of coordination model after 1 January 2010. Role and tasks of the European Affairs Committee. Tasks of the Minister for European Affairs. The role and importance of the Polish Permanent Representation to the EU.
