The aim of the course is to present the principles, legal basis and practice of public procurement and public aid. |

Schedule includes: 1) Public procurement in Poland 2) Exclusions of application of the Act on the procedural issues concerning state aid, 3) Public procurement procedures, 4) Preparation of procurement, 5) Internal procurement procedures, 6) Modes of public procurement, 7) Specification of the Terms of Procurement, 8) Public aid in the European Union, 9) The legal basis of state aid, 10) The “de minimis” rule and block exemptions, 11) The principles of granting public aid, 12) Aid schemes and individual aid, 13) Reporting of public aid. |

Learning outcomes: |
Knowledge: • student knows the basic types of public procurement • student understands the financial rules applying the principles of competition and public procurement law • student knows rules on state aid and “de minimis” aid Skills: • students are able to select a suitable public contract mode • The student is able to prepare assumptions for the Specification of the Terms of Procurement preparation • The student is able to calculate the amount of “de minimis” aid for companies Social competence - attitudes: • The student is able to ensure objectivity when making purchases with public funds • The student is able to communicate the need for comprehensive tender selection criteria, taking into account both the criterion of efficiency and effectiveness • The student is able to correctly identify the types of possible public aid SU05, SU06, SK01, SK03, SU04, SU03, SU02, SU01, SW03, SW02, SW01, SW04, SW05, SK02, SK04 |
